Epsom and Ewell Borough Council is responsible for many of your local residential and business services including the bin collections, street cleaning, leisure amenities and community support services, parks and green spaces, licensing, planning permissions and building control.
Local councillors decide how the Council should carry out its various activities; they represent the interests of their communities working with Surrey County Council, police and health services. Residents Associations for each ward are independent of each other but together they form the majority group in the Council.
Cuddington is represented by 3 councillors from the Residents Association of Cuddington. The recent loss of our councillor, neighbour and friend Robert Foote prompts this by election. We are proud to introduce our candidate for election in September:
Born in Glossop Derbyshire, Graham served in the military and retired in the rank of Lieutenant Colonel. He and his wife Susan settled in Cuddington eleven years ago. His military service included Senior Director of Music for the Household Division. On his retirement, Graham embarked on a second career as a guest conductor and band trainer; he is an accredited lecturer of the Arts Society.
Graham presents the online community programme, CHANNEL KT4, broadcasting on YouTube and Facebook.
.Graham supports the London Committee of the Army Benevolent Fundand organises fundraising events for the Royal British Legion, including the Poppy Dinner.
Graham is aware of the close sense of community that exists here and is passionate about the environment - in particular, the welfare of the Hogsmill National Nature Reserve.
Graham has served on the Cuddington Residents' Association Committee as vice chair for the last 18 months and was elected to vice chair of the Standing Committee of Residents' Associations in November 2020. He counts the opportunity to represent the people of Cuddington Ward on Epsom and Ewell Borough Council as a privilege and looks forward to serving the community he loves.

Formed around the same time as the borough in 1937, we have had an almost unique form of democratic process. From the expansion of housing in the 1930s local Residents’ Associations have given people a forum for local debate. These groups organised social activities on the new estates, and represented local views. At the time of the early 20th century, many candidates for local government stood as independents. Far more than we see in the country today. With increasing party politicisation of national and local government through the years, Epsom & Ewell has stood out against the tide. With no party lists each RA puts up candidates for election to Epsom & Ewell Borough Council based on merit and consensus. Their candidates have been in control for the last 80 years.

Both borough and county RA COUNCILLORS will attend committee and general meetings. This enables policy to be explained, questioned and influenced. RA committee meetings are open to all, not just the party faithful. It is this frequent interchange that distinguishes the workings of an RA and its councillors. This differs from party political councillors who may be whipped to toe the party line, ignoring the views of their electors.
